Migration Process

How does the migration benefit my organization and my patients?

This upgrade will make it easier to get the data you need seamlessly across the state and beyond, as the new HIE platform offers improved performance, functionality, identity management, reporting, analytics, and security.

Migrating to the new platform will give you wider access and availability to data which leads to better care coordination with more efficiency, reliability, and improved safety and quality—all leading to increased patient satisfaction and a reduction in the overall cost of their healthcare.

Will all of my data be migrated to the new Contexture HIE platform?

Yes, the new Contexture HIE platform will include all data from 2021 to the present. If you have any specific concerns or questions about your data, please contact your Engagement Manager for personalized assistance.

When will the new HIE Portal be available?

The new PatientCare 360 Portal will be available on February 9, 2026, for participants migrating from QHN.

Users who have logged into QHN Results in the last six (6) months will be migrated to the new PatientCare 360 Portal.

With the PatientCare 360 Portal, you can conveniently and securely access patient records to gain a complete view of each patient through one system. To see a demonstration of the PatientCare 360 Portal in action, click HERE.

When will training on the new HIE Portal be available?

Training for the new HIE Portal will be available starting in December 2025 for all HIE participants. We are committed to ensuring that everyone is well-prepared to use the new platform effectively. As the training materials become available, we will send out detailed information.

When will each of the new Contexture HIE solutions be available?

The new Contexture HIE solutions will be accessible starting in February 2026.

However, there are a few exceptions listed below:

  • Direct Secure Message launched in June 2025.
  • Readmission Report (FKA 30-day Readmission Report) will launch in Q2 2026.
  • Well-Child Visit Report will launch in Q2 2026.
  • High Utilization Smart Summary will launch in early Q2 2026.

There may be legacy QHN functionality which will be available at a later date yet to be determined, and some functionality may be discontinued. More information about this can be found in the answers below. Please reach out to your Engagement Manager with specific questions.

What are the pre-requisites a participant must complete in order to migrate to the new HIE platform?

HIE participants will need to sign a new Contexture HIE Participation Agreement (PA). The target to sign the PA is by December 31, 2025.

If you are a Data Sender (HL7 & CCD), you must (1) have completed an onboarding workbook, (2) obtained an OID through HL7.org, and (3) secured your EHR vendor and networking resources by November 15, 2025, to ensure that your data will be flowing by the go live date. If this is completed past this date, we cannot guarantee that your interface(s) will be live on February 9, 2026. However, we will work closely with you to make any Data Sender services that are not live by the go-live date available as soon as possible after February 9, 2026.

If you receive Notifications (FKA Alerts) and/or Reports, you must have formatted all member files according to the new specifications and delivered to the Contexture Managed File Transfer (MFT) tool by November 15, 2025, to ensure you can receive Notifications and/or Reports by the go-live date. If this work is completed past this date, we cannot guarantee that your Notifications or Reports will be live on February 9, 2026. However, we will work with you to ensure any Notifications and/or Reports not live by the go-live date are implemented as soon as possible after February 9, 2026. Please refer to our Member File Requirements Guide and MFT User Guide for more information.

If you are a Smart Summary receiver, you must (1) have engaged your vendor resource(s), (2) provided your webservice/API certificate, and (3) connected to the new endpoint by November 15, 2025, to ensure that your Smart Summaries will be available by the go-live date. If this work is completed past this date, we cannot guarantee that your Smart Summary will be live on February 9, 2026. However, we will work with you to make any Smart Summary services that are not live by the go-live date available as soon as possible after February 9, 2026.

If you are a Results Delivery receiver, you must have engaged your vendor resource(s) and allowed for the new connection into your EHR from the new HIE platform by November 15, 2025, to ensure that your Results Delivery will be available by the go-live date. If this work is completed past this date, we cannot guarantee that your Results Delivery will be live on February 9, 2026. However, we will work closely with you to make any Data Sender services that are not live by the go-live date available as soon as possible after February 9, 2026.

This is not a comprehensive list of requirements. Please thoroughly read all communications from the Contexture Implementation Team and your Engagement Manager to understand your exact requirements based on your unique participation.

What solutions and/or functionality will not be available on the new HIE platform?

While we are excited about the new HIE platform and the many improvements it will bring, there will be a few solutions and functionalities that will not be available at go-live for QHN participants. We understand this may be disappointing, but please know that we are working diligently to address these features as soon as possible.

The following will not be available at time of go-live:

  • Customized interfaces that deviate from HL7 standards
  • Receipt of non-standard data formats for HL7 and CCD interfaces (i.e., CSV & PDF files)
  • eHealth Technologies 3rd party vendor resourcing to construct a PACS image link
  • “Send to me” functionality from within the portal
  • External API connections for HL7 data
  • Customized webservice interfaces that deviate from IHE Profile/ITI specifications
  • Custom HTP solutions will need to migrate to Contexture standards

Updates:

  • Cirrus MD Data will be available at go-live
  • Outbound single sign-on from OpiSafe will be available at go-live

If I learn about new Contexture solutions that I am interested in, can I add them now or do I have to wait until after this migration is complete?

Participants can sign a Statement of Work (SOW) for new solutions at any point during the migration process. These new solutions will be implemented in 2026, after the February 9, 2026, go-live date. For more information on the implementation timeline, please read the answer to the related question below.

When will Contexture implement these new solutions?

New solutions (those that are in addition the migrated or upgraded solutions) will be implemented in 2026, following the go-live date of the HIE platform.

Implementations will be generally scheduled based on factors like contract sign date and participant readiness. This approach ensures a smooth and efficient rollout of new solutions.

What happens if I switch EHR/EMR vendors in the middle of the HIE platform migration?

Please contact your Engagement Manager if you are planning to change EHR vendors. Depending on timing, we may not be able to support your EHR vendor changes until after our HIE platform migration is complete.

Fees

Why are my fees changing?

As we transition to a single, unified technology platform across all markets we serve, we are aligning our pricing strategy to ensure regulatory compliance, a level playing field for all participants, and the ongoing sustainability of our solutions and services.

Our new pricing model ensures the financial sustainability of the HIE and provides transparency and options for our participants to select the solutions that provide the best value to meet their needs.

As a community governed, nonprofit organization, we reinvest all funds into improving our infrastructure and increasing the value provided to participants.

Historically, we have been able to keep fees low and limit annual increases. With technology costs rising annually, we have updated our pricing to reflect our underlying cost structure and necessary funding to maintain the HIE.

Our growth to serve multiple markets has allowed us to benefit from economies of scale, enabling us to contract on more favorable terms across both Arizona and Colorado. Without these benefits, costs to maintain the HIE would be even higher.

Are there financial support options available for the new fees?

Contexture is waiving one-time implementation fees during this migration period.

Additionally, the Colorado Department of Health Care Policy and Financing (HCPF) provides funding to cover the one-time cost of implementation fees for Medicaid providers.

Our subscription fee structure offers discounts if multiple solutions are purchased through our pre-set bundle options.

If my organization is billed annually, are there payment options available for my one-time annual fee?

If your organization is billed annually, we do not offer payment options for the one-time annual fee. For more information about your billing cadence, please refer to your Statement of Work (SOW) with Contexture. The SOW outlines your billing cadence by solution and tier.

If I sign up for solutions in 2025 and want to add or cancel solutions in 2026, what is the process to make those changes?

If you would like to add or cancel solutions, please reach out to your Engagement Manager to begin that process.

From a billing perspective, you are billed once the solution goes live. This means that if you go-live on a new solution in October 2026, you will only be billed for the last three months of 2026.

If you want to cancel services, please do so before your first invoice is received. Contexture Accounts Receivable will prorate your final invoice once we receive termination.

What happens if my user count or member file changes throughout the year? How does this affect my bill?

Contexture validates all metrics utilized for billing purposes, including user count and member file size, based on the Statement of Work (SOW) created with each participant. Any changes that impact billing will automatically be applied in the billing cycle following the change.

In early 2026, Contexture will send out a billing update which will provide participants with cutoff dates to make changes for billing purposes.

How much will my EHR/EMR vendor charge for migration and can Contexture work with my vendor to figure out that fee and send it to me?

Please work directly with your EHR/EMR vendor to understand any cost associated with migrating to the new HIE platform. Additionally, Contexture does not pay for any EHR/EMR costs associated with migrating to the new platform.

Contracts

Do I have to sign a new participation agreement?

Yes, all participants must sign the new Contexture HIE Participation Agreement (PA), which contains updates to comply with current HIPAA and 42 C.F.R. Part 2 requirements, as well as HITRUST standards for security that keep patient data safe and secure.

QHN has historically used an eCommerce Agreement that covers both its Health Information Exchange (HIE) and Community Resource Network (CRN).

  • For HIE-only participants, the new Contexture HIE Participation Agreement will replace the eCommerce Agreement.
  • For organizations that participate in both the HIE and CRN, the new Contexture HIE Participation Agreement in combination with a new CRN Participation Agreement will need to be signed. Together, those two new agreements will replace all components of the eCommerce Agreement.
  • For CRN-only participants, the eCommerce Agreement will be replaced by a new CRN Participation Agreement.

When does the new Contexture HIE Participation Agreement (PA) need to be signed by?

The target to sign the new Contexture HIE Participation Agreement (PA) is December 31, 2025.

What is the Contexture Statement of Work (SOW) and why do I have to complete it?

The Statement of Work (SOW) outlines the specific solution(s) your organization wants to use and must be signed accordingly. While the HIE Participation Agreement makes your organization a participant of Contexture, it does not grant access to any solutions. To access specific solutions, you must sign the corresponding SOWs. Additionally, SOWs detail the associated implementation fees and subscription fees for the solutions selected.
